The average claim on a traditional Massachusetts homeowners policy hit $24,746 in 2024, up 17.7 percent in a single year, and nearly half of all claims filed (48.6 percent) were for non-flood water damage rather than fire, wind or theft, according to the Massachusetts Division of Insurance’s 2024 home insurance market report. The average water and freezing claim ran $16,639. That’s the number worth sitting with before you pick a project, because it tells you where the money in an older house actually goes.
Most home improvement advice ranks projects by what they return at resale. That’s a useful list if you’re selling next spring. If you plan to keep living in the house, a different list matters more: the upgrades that lower what the house costs you every month and stop the failures that turn into five-figure claims. In a climate where the house spends most of the winter cycling across the freezing point, those two goals overlap more than you’d think.
Here are eight projects worth the money, ordered roughly by how much trouble they prevent.
Homeowners tend to think of insulation as the fix and air sealing as the optional extra. It’s the other way around. Insulation slows heat that moves through materials, but a great deal of a New England home’s heat leaves through gaps around recessed lights, chimney chases, attic hatches and the tops of interior walls. Blowing more cellulose over an unsealed attic floor buries the problem instead of solving it.
Modeling a typical existing home, the EPA estimates that air sealing combined with insulation saves an average of 15 percent on heating and cooling costs nationally, or about 11 percent on total energy costs. For climate zone 5, which covers most of Massachusetts, the estimate is 16 percent on heating and cooling and 12 percent on total household energy. In Massachusetts, Mass Save covers 75 to 100 percent of approved insulation and air sealing work after a no-cost home energy assessment, which makes this the rare project where the incentive covers most of the invoice.
There’s a second payoff that doesn’t show up on the utility bill. A sealed, well-insulated attic keeps the roof deck cold, and a cold roof deck is what prevents snowmelt from refreezing at the eaves.
A roof isn’t just shingles. It’s the deck, the underlayment, the ice and water membrane at the eaves and valleys, the flashing at every penetration, the intake vents at the soffits and the exhaust at the ridge. Skip any one of those and the shingles above them will still fail early, no matter what the wrapper said.
Life expectancy tables put three-tab asphalt shingles around 20 years and architectural shingles around 30. Those are national figures. Boston averages 91.6 days a year with a low at or below freezing but only 23.1 days that never climb above it, per NOAA’s 1991 to 2020 climate normals for Boston Logan, which means the roof spends most of the winter freezing and thawing rather than staying frozen. That cycle is what lifts nails, opens seams and works water backward under shingles at the eaves.
“People call me about a leak and want to talk about shingles, but nine times out of ten the shingles are fine and the problem is somewhere else on the roof,” says Bob O’Sullivan, owner of Ranch Roofing, an Arlington, Ma roofing contractor that’s been working on Greater Boston homes since 1996. “It’s flashing that was never replaced, or a valley with no ice and water shield under it, or an attic with soffit vents stuffed full of insulation so there’s no airflow. Fix the ventilation and the flashing and you get the full life out of the roof. Skip them and you’re paying for the same roof twice.”
Don’t wait for a stain on the ceiling. By the time water shows up inside, it has usually been in the sheathing for a while.
Gutters are the least glamorous item on this list and one of the most consequential. Undersized, pitched wrong or dumping straight against the foundation, they turn every rainstorm into a small experiment in basement hydrology. Downspouts that end at the wall are the most common version of this mistake, and the cheapest to fix.
Given that non-flood water damage made up nearly half of Massachusetts homeowners claims in 2024, and the average water and freezing claim ran $16,639, the arithmetic favors doing this properly. Aluminum gutters last 20 to 40 years or more, copper 50 and up, and the labor to extend downspouts six feet out and regrade the soil away from the wall costs a small fraction of that average claim.
Check the pitch after the first hard rain of the fall rather than trusting how it looks from the ground. Standing water in a gutter after the rain stops is a pitch problem, and in January that standing water becomes an ice load hanging off your fascia.
Massachusetts homeowners pay more for energy than almost anyone in the country. Electricity in the state averaged 25.12 cents per kilowatt-hour across all sectors in May 2026, third highest in the contiguous United States behind Rhode Island and California, and residential natural gas averaged $25.06 per thousand cubic feet in 2025 against $15.34 nationally. For the 2025 to 2026 winter, the EIA’s Winter Fuels Outlook projected Northeast households would spend $989 heating with natural gas and $1,675 heating with electricity.
High rates make efficiency worth more here than it is elsewhere, which is why the incentives are larger. Mass Save’s whole-home air source heat pump rebate runs $2,650 per ton up to $8,500 for customers using heat pumps as their only heating and cooling source, and the Mass Save HEAT Loan offers 0 percent financing up to $25,000 for qualifying work.
The mistake is waiting for the failure. A boiler that dies during a cold snap gets replaced with whatever a contractor can get on a truck that week, at emergency pricing, with no time to size the system or claim a rebate.
Whole-house window replacement is one of the most oversold projects in home improvement. ENERGY STAR puts the savings from replacing single-pane windows with certified models at up to 13 percent of household energy bills, and Mass Save cites $101 to $583 a year for that swap. Those are real numbers, but they take a long time to repay a whole-house job.
The better approach in an older home is to target. Replace the windows that are actually failing, rotted sashes, broken seals, single glazing on the windward side, and leave the sound ones alone. ENERGY STAR certified storm windows over single-pane clear glass can save about 20 percent on heating and cooling for a fraction of full replacement, which is often the right answer in a period house where the original sashes are worth keeping.
Don’t let a salesperson price the whole house when four windows are the problem.
Siding decisions get made in a showroom and paid for over decades. Vinyl siding carries an estimated life of around 60 years and fiber cement 100 or more, but the number that matters in this climate is how the material handles repeated wetting and freezing, and how well the installation manages the water that gets behind it.
Every cladding leaks a little. What keeps a wall dry is the water-resistive barrier, the flashing at windows and doors, and in the best installations a rainscreen gap that lets the back of the siding dry. A premium product installed tight to the sheathing with no drainage plane will underperform a modest product installed correctly.
Ask any siding contractor what goes behind the siding before you ask what the siding costs. The answer tells you most of what you need to know.
A conventional storage water heater has an estimated service life of 6 to 12 years, and it rarely announces the end. It fails as a seam letting go, usually while nobody’s home, and it empties 40 to 80 gallons onto whatever floor it happens to be standing on.
If yours is past ten, replacing it on a Tuesday of your choosing costs a fraction of replacing it plus the flooring, the drywall and the deductible. While the plumber is there, a drain pan piped to a floor drain and an inexpensive water sensor at the base cover the two failure modes behind a lot of non-flood water claims.
The same logic applies to washing machine supply hoses and any rubber line older than you can remember. Braided stainless replacements cost a few dollars each.
Winter storms knock out power across Greater Boston regularly, and a house without heat in February starts losing temperature immediately. Long enough without heat and the plumbing is at risk, which is the real danger of a February outage, and frozen pipe damage falls squarely inside the water and freezing category that dominates Massachusetts claims.
A whole-house standby generator is the thorough answer and priced accordingly, and the resale data treats it kindly, recouping 95.3 percent of its cost in Zonda’s 38th annual Cost vs. Value Report. A portable generator with a properly installed transfer switch, or a battery sized to run the boiler’s circulator and controls, covers the essential job for far less. What you’re buying either way is heat, and heat is what keeps the plumbing intact.
Whatever you choose, install it before you need it. Nobody sizes a transfer switch well by flashlight.
Start with the envelope, then the water, then the mechanicals. Air sealing and attic insulation cost the least, carry the largest incentive, cut the bill immediately and reduce ice damming at the same time, which makes them the obvious first move in almost any older Massachusetts house. Roof and drainage work comes next, because water intrusion is the failure that turns into a claim. Mechanical replacements matter, but they’re the ones you can plan, and planning is exactly what saves you money on them.
Above all, don’t let a project’s appearance decide its priority. The upgrades that pay you back here are usually the ones nobody compliments.

Keep the roof deck cold. That means sealing air leaks from the living space into the attic, insulating the attic floor to current levels, and maintaining clear intake ventilation at the soffits and exhaust at the ridge. Ice-and-water membrane at the eaves protects the structure when a dam forms anyway, but it treats the symptom rather than the cause.
